Stephanie Elizabeth Davis

Justice Services Director

Stephanie Elizabeth Davis was appointed as the Director of Justice Services by the Board of County Commissioners in January of 2024.

With over 12 years of experience in criminal justice reform, social services, and restorative justice programs, Davis is a highly regarded leader known for her commitment to equity, community rehabilitation, and public safety. She holds a Master’s degree in Criminal Justice from Michigan State University and a Bachelor’s degree in Psychology from the University of Washington. Her background combines a strong academic foundation with hands-on experience, enabling her to bring a comprehensive approach to her role as Director of Justice Services.

In her new role, Davis has prioritized making the justice system more responsive and supportive for all residents, particularly for vulnerable populations. One of her early initiatives was the expansion of alternative sentencing programs, focusing on rehabilitation rather than punitive measures for nonviolent offenders. Through partnerships with local mental health providers and community organizations, she has developed a range of support services that address the root causes of crime, including substance abuse and mental health challenges. Her emphasis on restorative justice reflects her belief in creating pathways to positive change and reducing recidivism within the county.

Davis has also introduced reforms to streamline case management and improve access to resources for those navigating the justice system. Under her leadership, the Justice Services Department has implemented a new digital tracking system to improve efficiency and coordination among service providers, attorneys, and court representatives. This technological advancement has expedited case processing times and enhanced transparency for both defendants and victims. Davis’s approach has strengthened trust within the community, as residents feel more assured of a fair, efficient, and accessible justice system.

Additionally, Davis is deeply committed to youth and family-focused justice initiatives. She has launched diversion programs for young offenders, providing counseling, educational opportunities, and mentorship programs aimed at preventing future involvement with the justice system. By working closely with schools, social services, and local law enforcement, Davis has created a collaborative framework that offers young people constructive alternatives to detention. Her work emphasizes early intervention, addressing behavioral issues and underlying needs before they escalate into more serious matters.

Outside her professional role, Davis is actively involved in the community, participating in local advocacy groups and serving on the board of nonprofits focused on justice reform and mental health. She is also a member of the National Association of Pretrial Services Agencies and frequently speaks on topics related to restorative justice and systemic reform. Known for her empathy, dedication, and forward-thinking vision, Stephanie Elizabeth Davis has become a vital force in Blaine County’s justice system, promoting a balanced approach that prioritizes safety, rehabilitation, and community well-being. Her leadership ensures that Blaine County’s justice services are both effective and compassionate, serving the best interests of all residents.
